Peter F. Stoloff has been practicing law for over 36 years, and is one of the most experienced hospital and health care law attorneys in Oregon and Idaho. Our firm represents hospitals, ambulatory surgical centers, physician-hospital organizations, physician clinics, health insurers, managed care organizations, skilled nursing facilities and many other health care organizations including the proposed new Accountable Care Organizations (ACOs) on a wide range of issues. Peter Stoloff serves as legal counsel in numerous hospital and health care organization mergers, affiliations, sales of assets and other complex transactions, including Hart-Scott-Rodino filings, Attorney General filings and approvals, Medicare and Medicaid certification, state licensure, antitrust and other transaction details.

Peter has a great deal of experience in the formation, operation and liquidation of health care joint ventures, and all of the issues involved including Stark II, Anti-Kickback Statute compliance, tax exemption issues, Medicare certification, and provider-based entity issues.

The firm is counsel to a large number of hospitals and health care entities on tax exempt bond issues, HUD financings, SNAP bond financings, tax exempt private placements, conventional financings, letter of credit financings, and refinancings.

The firm also routinely counsels hospitals and other health care organizations on tax and tax exemption issues, licensure, certificate of need, EMTALA, Medicare and Medicaid certification and reimbursement, HIPAA, HITECH, contract matters, HCQIA, medical staff issues, medical staff bylaws, Stark II, the Anti-Kickback Statute, and numerous other issues.
